When it comes to market based environmental programs we put theory into practice. Market-based regulatory programs limit the rights to emit specific air pollutants in a given region, and allow market forces to move these rights to the highest valued users. These programs offer considerable savings over traditional "Command and Control" regulations.

We spearheaded the development of the secondary market for the most successful of these market-based programs: the SO2 Acid Rain Program, the Regional Clean Air Incentives Market (RECLAIM) in the Los Angeles Air Basin, the Ozone Transport Commission and NOx SIP Call programs, and the Houston Galveston Mass Emissions Cap and Trade program.
